In Sparta 4964, everybody sweats. Therefore wealth is measured by the physical effort you put in. A person who runs on regular basis is wealthier than a person who is doing a desk job UNLESS that person also sweat on daily basis.
Then equipped with the points from the Carte Blanc, they can go to the grocery store and exchange the credit with food. It is an honor system. Based on the concept of Voluntary Simplicity, only take what you need. No indulgence.
We have a strict rule on the usage of Carte Blanc, Those who caught cheating will face a capital punishment.
At the very least all citizens of Sparta *[] will never go hungry.

With the liberalization of recreational Marijuana, other vices like narcotics, alcohol and cigarettes will decline. We must reduce the cost of Marijuana consumption and increase the taxation of other vices. That way the preferred drug of choice is dope and not other things.
In Sparta 4964, we limit the consumption of alcohol to 2 servings per day and Marijuana to 1 per day max, this size. Not the Jamaican Blunt LOL:
Spartan are Athletes4Life, so Marijuana is a form of indulgence. When we are in training we don't smoke.

What will I do differently if I have absolute power? These are my top 10 list, not necessarily in order:
1. I figured the utmost important thing is to liberate sex. That should create more hybrid generations. No more traditional marriages. I will encourage polygamy and polyandry. So are marriages based on like to like.
3. I will encourage sluts and pay per use services. Since sex is overly rated, the most appropriate thing to do is to devalue it. Gayshas should be a standard practice all over the world.
This is the most challenging phase of the Vision Statements due to the religious hangups that people have.
Therefore I am not too concern with the full implementation of the House of Two Swords. If we can each have our Tetrahedron, that will be sufficient. Even if we can have a polyandry bill for the Betas to marry 2, that is an achievement because based on my experience, women are not into numbers. If they can have a menage a trois, they will be very happy.
Men are different. By nature men are polygamous.
